device_config: use old style format strings for logging.

Shorten long lines, including breaking parameters out of the log strings to
split them across multiple lines.
Two objectives:
  1. improve performance of logging by not doing the formatting when log message
     is not output
  2. avoid black formatting differences between different versions of black on
     long lines
