Queue vouch-manage runs and refresh the VOUCHED list

- Set queue: max on the vouch-manage concurrency group so a newer run
  can't cancel a pending one
- Request discussions write so the confirmation reaction succeeds
- Add Chinmay-Jadhav and cory-kantar to VOUCHED.td
