ci: comment on resolved issues via semantic-release github plugin

Add @semantic-release/github so released fixes get a success comment on
their issues/PRs, and failed releases open an issue. The plugin only creates
a draft release; GoReleaser adopts it (use_existing_draft) and replaces the
placeholder notes, so GoReleaser still owns release notes and assets.
