fix(triage): match Linux check verdict to a maintainer-set label (#5065)

When a maintainer has set the Linux support label manually, the check
comment kept printing the automatic verdict, which could contradict the
label (e.g. "does not appear to have native Linux support" alongside
"linux support confirmed"). Derive the verdict from the kept label in
that case; the automatic evidence list is unchanged.
