fix(deps): install libxml2-utils for xmllint on Debian 13 (#5126)
The Debian 13 dependency list had libxml2 for bt, mta, sdtd and st, where
every other Debian and Ubuntu list has libxml2-utils. libxml2 is only the
library; xmllint is in libxml2-utils. Without it fn_info_game_xml prints
"xmllint: command not found" on every details and monitor run, and the
ports and names read from the XML config come out empty.
The RHEL-family lists keep libxml2, which ships xmllint there.
